The lives lost cannot come back but atleast the live ones don't get entangled into something totally outrageous and unjustified. The water was previously not able to enter the library because of the blockage created by the glass door. The SUV owner is in no way responsible. But media seems to habe been taking the tone of incriminating the SUV owner.
